They also have a single, very long, strong rope and a heavy rock. The island is too far from the bank to throw the rock onto it directly. How does the rescue team safely get to the otter and bring it back to shore?

The rescuer then pushes off from the bank and drops the rock into the river upstream of the island, allowing the current to swing the boat in an arc towards the island. — The key is to use the strong current to their advantage rather than fight it directly. The rescuer ties one end of the long rope to the heavy rock and takes the other end, along with the inflatable boat, to the riverbank. After pushing off, the rescuer drops the heavy rock into the river *upstream* of the island. As the rock sinks and anchors itself to the riverbed, the boat becomes tethered to a fixed point upstream. The strong current will then push against the boat, causing it to swing in a wide arc, like a pendulum, directly towards the island. Once the otter is rescued, the rescuer can use the same principle to swing back towards the original bank or a safe point downstream by manipulating the rope or releasing the anchor.
