Since all digits must be single-digit numbers (0-9), and the third digit is non-zero, the only value for x that allows 3x to also be a single-digit number is 1, because 3*1 = 3, which is a single-digit number. If x were 2 or greater, 3x would be 6 or greater, which does not fit the criteria for a single-digit number for the first digit of the code.
